  Not really. People contract diseases for all kinds of reasons. And, in some cases, like the common cold, it is natural to catch a cold and good for our immune system to be challenged by it. of course in developing countries, dirty water is responsible for spreading disease, but it is not because the people there are careless and drink this water, it is because they have no choice.
